Emergencies affect women, men, girls and boys differently, and responses that ignore this are less effective for everyone. The GENPAR framework embeds gender analysis into every stage of the preparedness and response cycle across the MPA countries. It provides a gender-analysis method for risk assessment, standards for sex- and age-disaggregated data, guidance on gender balance and safety in the emergency workforce, and community-engagement approaches that reach women and marginalised groups. The framework is paired with a scorecard so that country plans can be assessed for gender-responsiveness and improvement tracked over time. It connects to the risk-communication and community-engagement innovation portfolio and to the workforce-development competency framework.
