A synthesis of São Tomé and Príncipe's external and self-assessments into one honest picture of preparedness strengths and gaps.

Brief Countries are assessed through several instruments — the Joint External Evaluation (JEE), the annual State Party Self-Assessment (SPAR), the Strategic Tool for Assessing Risks (STAR) and points-of-entry and readiness assessments. Read separately they can confuse; read together they tell a clear story. This report synthesises São Tomé and Príncipe's most recent assessments into a single readiness picture, showing where capacities are strong, where they are fragile, and where they are improving. It reports an indicative composite readiness of 49% for this round and identifies the two or three capacities whose improvement would most raise the country's ability to meet the 7-1-7 target. The synthesis feeds directly into the NAPHS and the regional dashboard.

Findings are drawn from the JEE, SPAR, STAR and PoE/readiness assessments and reconciled into one view.
